From 1988 to 1997, as an executive with the American Association of Retired Persons (AARP) he was responsible for the Association's strategic planning and several major change initiatives, including restructuring and strategic allocation of resources. He provided the leadership, direction, process planning and detailed staff work for these initiatives. In addition, he directed AARP's Research Division and its Learning Center during their start-up and consolidation phases; and served on several task forces tasked with process improvements.
